不允許手機有 Wi-Fi?

看一下以下的引言，何以手機上不允許 Wi-Fi？八成和控管有關，但我搞不懂手機的 Wi-Fi 能有什麼威脅？技術上很難 track users 嗎？

A source within the company claims that talks have actually been off and on with Apple since October, but are being held up by several obstacles, including business and legal issues.
Wi-Fi, for instance, is said to be illegal on Chinese cellphones, which may force Apple to cripple its device, or the Chinese government to revise statutes.

因為大陸本身有， WAPI 嘛，自家的制式當然不想用別人的，另外，在手機上開WI-FI，即是讓手機使用者打長途電話通通經過voice over ip，到時那些電信業者就要吃西北風了…特別是在長途業務上…
