We've tracked this down to a general problem in Carbon with ? ? languages. If the system is booted in English, then the language is set to a ? ? language (?, ?, etc.) everything works fine, but if you restart the system, some cached values that are encoded in the local language are assumed to be in MacRoman, and several parts of the Carbon toolbox fail.
The workaround to this is to set the system to English, restart, then set the system to the preferred language after the restart. This will get ? working, and it will continue to work until the system is restarted again, at which time this process must be repeated.
