Not exactly.
Film has a very special characteristic (or "feature") called
reciprocity failure. It means that the longer you expose the film to light, the less it becomes sensitive to light. Different film has different reciprocity failure figure, usually it shows up when the exposure becomes longer than one second.
CCD or CMOS used in digital camera does not have this feature. That's why you get more exposure in CCD than in film with the same 5-min setting.
